Dear TEI members and friends,

It is time for an update on the TEI EMEA chapter activities. No doubt the main activity
of the period has been the Winter meeting in Madrid which was sponsored by
Garrigues and which has been rated very highly from the participants who
completed the survey. As usual, the Education Committee has done an outstanding
job putting together the agenda and I can assure you that is currently working, with
the same efficiency, in the out coming meeting in Frankfurt which
 "save of the date" you will find below.
 
On the lobbying side we have been very active with two very good submissions,
one related to VAT in Germany and the other one on PE issues submitted
to the OCDE. You will find the documents posted in the Chapter Documents.
 
Also I am glad to report two new activities. On one side, a series of roundtables
have started in the Zurich area thanks to Alexander Koelbl. If you are located in the
area and would like to join those roundtables please contact Alexander at:
 
On the other side, we are pleased  to start a series of webcasts. The first one will be
hosted by Ernst & Young on "Seizing the opportunity in Global Compliance and
Reporting (GCR)". Posted in the Public documents, you can find the first flyer for it.
A more detailed email message will be issued in due time with the call in numbers.

TEI European Chapter: Tax Litigation Conference

We invite you to attend TEI's Tax Litigation Conference sponsored by
Baker & McKenzie, held in Frankfurt Thursday 10 and Friday 11 May, 2012.
 
The conference will cover all areas of dispute resolution in relation to tax and will
include focused sessions on VAT, business restructuring, permanent establishment
and transfer pricing. 
 
This event is designed to help tax professionals establish strategies to manage
and resolve tax disputes successfully, to evaluate settlement strategies and determine
when it is best to litigate, and how risks resulting from tax disputes can be minimized
in a multi-jurisdictional context.
 
In addition to the conference, Baker & McKenzie is offering individual company
meetings to be held with the scheduled speakers during the course of the conference.
 
We will be sending out more information and a formal invitation nearer to the event
but please add this save the date to your calendar.

The next TEI meeting will take place on January 26 and January 27, 2012
in Madrid.

On the first day we will have our usual Chapter day program.

On the second day we will have the educational day.
The topic of the educational day will be "RESPONSIBLE TAX MANAGEMENT
AND EFFICIENT UTILIZATION OF CROSS-BORDER LOSSES".

Goals 2011 – 2012
TEI has a global strategy for this year which consists mainly of devoting efforts to two different objectives. One the side to define how TEI should look like in the coming years with a project called TEI 20/20, and to define better how the advocacy/lobbying efforts of our organization should be defined and executed. Of course the European Chapter is aligned with those high level aims but our more specific ones will be:
 
·         To bring greater value to the members: To achieve this goal we will try to increase the quality of our 3 yearly meetings (see more on this front below); to stimulate more the “informal” meetings, which nowadays are taking place mainly in London and Geneva and to bring to our members a new tool which will be the TEI web meetings. This idea is still in an early stage of conception but we are certain it is a tool that may bring a lot of value to our members with a very limited cost for the organization and none to the members.
·         Advocacy/lobbying: Our organization is increasingly being recognized as a valuable player in the eyes of the main regulatory bodies (i.e. EU Commission, OCED, etc).  Our focus will be on being more active on all fronts and making sure that our voice is heard effectively.  Attached to this newsletter you will find the last three TEI advocacy efforts, two of them submitted in front of the OCED related to transfer pricing simplification and VAT neutrality while the third one was submitted to the European Commission on the future of VAT.
·         Membership: With the aim to guarantee our members are satisfied with the TEI offer and to increase the size of our membership. In geographical terms we will concentrate our efforts largely the southern European countries where TEI is less well represented, and also in Middle East and Africa.
·         Committees:  Increase the number of meetings that the committees will have during the year and regenerate those which have being historically less active.

For those TEI members who are not yet part of any of the committees I have listed below all the active groups.  As usual there is no limit to the size of each group, and we would also be pleased to see the creation of new ones:

Meetings: The Education Committee continues to work extremely hard to prepare this year’s conferences. While the 3 of them are, at different stages of preparation, plans are well underway for all three. Attached to this newsletter is a draft of the agenda for the Education day for the Fall meeting. While we consider last year conferences excellent the Education Committee is committed to surpass last year’s achievements this year.
 
As usual the conferences will offer meetings of the various committees during the Chapter day.  Members are encouraged to participate actively in any of the groups that are of interest.  Continuing the approach we adopted at the Spring meeting in Geneva, the Education day will have plenary sessions at both ends of the day and in between the group will divide into workshops.  The workshops will focus on specific topics, some of which will look at direct tax and some at indirect tax. 
 
Dates for this year conferences are already set therefore please note your calendars as follows:
 
·         October 6 & 7: Amsterdam. “Developing a Sustainable International Tax Strategy in a Changed World”. Sponsor PwC.
